I've been asked recently if it's possible to prevent an Exchange user from deleting their email while still having access to it, being able to send, etc.
From what I've found and through some experimentation of Mailbox Rights it doesn't look like it can be done. In order to prevent a user from deleting emails, you basically have to take the rights to the mailbox away.
If anyone knows of some way to do this, please let me know.

I'm dealing with this same issue myself. I haven't found a way to prevent users from deleting but you can set deleted item retention on individual mailbox stores for up to 68 years. I don't think I'll be working here that long.

I would like to achieve the same thing and although you can set the deleted item retention, if a user chooses to permanently delete from the 'Recover deleted items' area, there is no way of recovering the deleted emails (or at least that was my understanding)
